can not change to other languages

when i run setup , it show me:

Testing to see if which locales are absent: Warning! Dates in these languages may not be formatted properly, because the corresponding locales are missing

how can i fix this problem ?

i have all my gallery.mo at my gallery/locale/[language]/LC_MESSAGES
