creating a download picture code

how can i write a php code so a link appears under all thumbnails/pictures that says "download image" and the link resizes the original image to 98*98 pixels and aplies a specific watermark to it and after that the downlod file diologue appears.. this feature can be seen in a dominican website.. here is the link:
http://www.bonche.com/noticias/story.php?noticias_id=658 if you scroll down you will see that all thumbnais have a "DESCARGAR PARA MESSENGER! " link.. that once clicked on it, it does what i want. i would like to apply this to gallery..
