"fclose() has been disabled for security reasons" error when installing 2.0.3

Gallery version (2.0.3):
Here's the server specs:
OS Linux
Perl: 5.8.0
PHP: 4.4.2
MySql 4.0.20

All the system checks passed in step 3. Everything was going fine until i got to step 7 and the following errors came up:

Warning: fclose() has been disabled for security reasons in /home/jeremyme/public_html/kitgal/install/steps/CreateConfigFileStep.class on line 152

Warning: fclose() has been disabled for security reasons in /home/jeremyme/public_html/kitgal/install/steps/CreateConfigFileStep.class on line 107

Then i got a whole stream of errors in step 8:
Warning: fclose() has been disabled for security reasons in /home/jeremyme/public_html/kitgal/modules/core/classes/Gallery.class on line 732

I kept installing and kept getting errors. The Gallery seems to be there but the web page is filled with errors:
Warning: fclose() has been disabled for security reasons in /home/jeremyme/public_html/kitgal/modules/core/classes/GalleryPlatform.class on line 412

or:
Warning: fclose() has been disabled for security reasons in /home/jeremyme/public_html/kitgal/lib/smarty/Smarty.class.php on line 1712

Warning: fclose() has been disabled for security reasons in /home/jeremyme/public_html/kitgal/lib/smarty/internals/core.write_file.php on line 39

disabling fclose is a joke.
i'd change the webhost.

I never heard this one before. What!!! Disabling the fclose is a joke indeed. It's like buying a car without wheels and axels. LOL :) What good is it going to do if you can only open a file but not be able to close it. Yea, if I were you I would switch webhoster.
