How to not allow users to edit themes and permissions

I have set up my gallery to make users their own album if they chose. When testing this feature, I noticed that users are able to edit themes and permissions. I assume that any theme or permission edits are for their own album only?
I would like to remove this ability. Is this possible?

Owners of albums get to edid the album.

There is a jens permissions module that might help.

where can i find the Jen Permission module?
also is it possible that user can set up multiple album under my root album or do they have to setup multiple albums under their own?
