Simple Mod for Upload and Moderation

I need some help from anyone who is willing to develop this mod for me:

Currently, I have about 10-20 folders with permissions to public and registered users turned OFF

However, I will like registered users to be able to upload albums with images inside to these folders. these albums have to be approved first by moderators or admin of course.

So let me state an example to makes things clearer:

I have

Folder A
Folder B
Folder C

in the main gallery page

Folder A for eg has:
Album 1
Album 2
Album 3, all of which have images in them

Reminding that all albums cannot be edit by registered users or guests.

Now I will need this new upload applet to be able to allow registered users to see the following:

Folder: Dropdown list of folders (Folder A, Folder B, Folder C)
Album: user will have to type in album name (this will create an album based on the name user gives)
Images: Boxes 1-10 maybe or more

Submit Button

After submission of images and album, this album will go into a moderator page at the backend like the moderator module, except that it is albums filled with images that are moderated instead of just images.
This backend allows for mass approval or deletion of albums and images.

When admin clicks approve, eg Album 4, under Folder A, with images in it, will be automatically moved to Folder A.

Now Folder A will have:
Album 1
Album 2
Album 3
Album 4
