I guess your host. or the gallery administrator.
Perhaps you need to explain what you want to do.

I am wanting to change from "rjleonrdo.photopians.org" to "robart.photopians.org"
Just can't find the appropriate contact person, such as you suggested.

rjleonardo, photopians.org is not associated with the Gallery 2 project (and this forum) so please direct all your inquiries through http://negimaki.com/contact.php
those are the folks responsible for hosting your site, they're the ones you need to bug about the subdomain change.
