Limiting image size for non-admin users

Hi, I installed the Size Limit plugin, and as admin, I would like to impose a limit on the upload size for the other users.

I have set limits for the root album, however, 'normal' users are still able to modify these limits I have set.

Any ideas? This was working ok in gallery 1.x (through the config pages)
