Various functions are returning me to the main page with no errors

I initially discovered an issue where I was unable to upload a .MOV quicktime file, when I attempted to do so it returned me to the main page with no errors.

I have checked the php.ini settings to ensure the max post and max upload size are sufficiently large enough. I then restarted apache for that to take affect. This still has not resolved the issue.

I then attempted to load the videos from the local server, only to discover I cannot add paths in the site admin page. I get sent to the main page with no errors. I attempted to test the toolkits with the same problem, sent back to main page with no errors.
