As everything is a flat 10% here in Australia, I've decided to do a dodgy.
As I don't use discounts, I've hacked this functionality to apply a "negative discount", ie a positive amount and have hacked the templates to display it properly.
Seems to work perfectly fine. If I find someone outside of Australia is buying images, I just have a special group that doesn't get that discount.
I needed something quickly, so went this way rather than writing my own module. If I get some spare time perhaps I'll look at writing a module. Until then, this works... Perhaps Pixaria's (pixaria.com) functionality will be what I need and I can migrate to that
For US$195 it definitely provides value for money. Unfortunately it just isn't flexible enough for what I need.

Should also mention, you will need to change payment modules appropriately too, for example the paypal checkout module needs some modification to remove the way it does discounting and add a tax field...

LOL
Tax = negative discount
Don't mention that too much or governments all over the world will make a habit of give you greater negative discounts.

Hello,
I have searched the forums and can't find a definitive answer to these requests.
Is there a [checkout] tax module in the works, or is there a "sales tax" solution available?
Thanks,
Dave

No - there exists no solution for sales tax within checkout.
