How to setup permission for users to have an access for deleting ITEMS in their album, but not delete their ALBUM? If I setup permission for "delete" access for user ITEMS, some users accidentally delete the albums |

You can try this.
Just give them the Add Sub-Item permission (and sub-album if you want them to create additional albums)
Then since, they are the owner of those items they should be able to delete them. I have not tested this setup.

If I use delete Sub-Item permission user can delete his (root) Album too.

Don't add that option. If they are the owner of the item, they can delete it, they don't, or shouldn't need the specific delete permissions. Again, I haven't tested that.
