Need Help....struggling for long time

I like the concept of gallery2 to create a nice album for your pictures. I am new to the web dev stuff. All i want to do is create a gallery for my collection of photos for now.
I have w2k3 sp2 server running at home which i will be using as my webserver. I will be registering for my own domain once this is all setup. I have my client PC as windows xp.
So far I have installed the XAMPP on my server successfully. MySQL and Apache are running fine. I have downloaded the gallery2 and unzipped to the htdocs folder on my server within the xampp root folder. i have created the test db as gallery2 also successfully.
from the readme doc within the gallery2 folder when i click click on "install directory" link under step 2 within "Installing" part. I get popup message saying "It looks like you are not accessing this README though your webserver so this link will not work".
I enabled the activex control and now i recieve

php-win.exe - Unable To Locate Component
This application ahs failed to start because OCI.DLL was not found. Re-installing the application may fix this problem.....any ideas how to resolve this and move forward

I can't move ahead from this step........please help me....if you can give me some startup steps that would be great....

php-win.exe is the command line version of PHP on Windows.

Also, you'll need a slightly older version of XAMPP to get PHP 5.2.x. G2 doesn't work on PHP 5.3.

On my XAMPP install, I don't have php-win.exe, which is just a default install...
