Maintenance - Refresh Capture Dates

All my "time/date" entries for photos show a time of "MDT" and I live on the West coast. If I use Refresh Capture Dates will it use the exif data to use the proper timezone? I just recently added the line below to my config.php.

date_default_timezone_set('America/Los_Angeles');

Dumb question, does it need a "$" at the beginning of the line?
