I don't understand. Is there a module called 'side block'?
Steps to reproduce? Start from login....

Pick any module which produces the sideblock/widget.
1. Login
2. go to admin/settings/modules
3. pick Info module, see that it is active
4. Uncheck it
5. go back to the main page - no info block would be present
6. go back to the module list and reactivate info module
7. go back to the main page - info would be present twice... at least in my case...

I tried on a few modules: Some work correctly some act as you describe, like your new clustrMaps module.
You can fix this by goiing to:
admin -> appearance -> manage sidebar.
Please file a bug for this behavior and post the ticket url here when you are done.

Yes, my module were the first suspect, but then I start to look around and noticed that with others which I have used as prototype - error by example...
Something is missing in uninstall/deactivate procedure and since we do not have skeleton sample on the subject, it is hard to figure out.
Which module implements sidebar block and does not produce the error?

There has been a few chanages recently with the intro of the sidebar reorganize that might be the culprit.
