I want the guest & registered users and admins to be able to see the photo comments or album comments. I have the permissions set for them to view comments. I also have the registered users set to be able to add comments. My problem is their comments as well as mine are not showing up unles we click view latest comments.
How do I fix this?

Make sure you have the comments block showing on the pages you want. See Site Admin > Themes and add the block to the photo page.

Got your PM and took a look. I think I got it working.
You need to add the "Show Comments" block under Edit Album > Theme (tab) or under Site Admin > Themes
A few other suggestions.
I wasn't able to delete your database cache. It kept timing out. ipowerweb is not a great host... One of the 3 directories wasn't able to delete all of the files.
Based on the errors I was seeing under Site Admin > Event Logs you should update your theme changes to match the current code in the Matrix theme. In other words, apply the changes you made to a current version of the Matrix theme.
I think I may have changed another setting. I didn't realize you had specific settings on individual albums and pushed down a change from the top level album.
Oh and you have it setup for guests to also add comments. I changed that on the first photo album on your main page, but didn't touch the other albums. So if you want to avoid spam comments I'd suggest.
Err, some more digging I see you don't have it setup like that everywhere. I can't go through the many 1000s of photos/albums you have and audit this. I'd suggest you go to your main page, click Edit in the bottom-left of your gallery. Click Edit Permissions and set them there allowing all changes to go down to all albums and photos. This way you know where you stand for everything.
