any buttons in the actions column

After installation the plugins page don't show any buttons in the actions column please help. I use Gallery 2.3.
I install it in my local web server (WampServer Version 2.0)
Browser - Firefox 3.5.4

I'd dump WAMP and try XAMPP to start with:
