Yes, that's true, Apache 2.2 or newer. The reasoning, take advantage of current technology. Apache 1.3 is old and only getting security updates, no new features and cannot take advantage of new stuff people are creating. Unless you are using old extensions for Apache that haven't been made available on Apache 2.x is the only reason you should stick with Apache 1.3. The Apache group strongly encourages every who can, to upgrade to Apache 2.2. That's where all new development is happening.
