can't upload anything above 2mb

when I first installed gallery 2 I wasn't getting my thumbnails. I found help here saying to try uninstalling the plug in that seems to be the most common cause of the problem and it did fix the problem.
Now I can open and see my gallery, albums, thumbnails and images fine. But I can't upload anything larger than 2048k, which would be OK for the photos, but I'd like to upload some videos. I have one avi file uploaded and it has a link to download, which actually opens my player and plays the file. But I have files that as much as 7mb I'd like to upload.
I have all my albums set with no size restrictions, so I guess I need to change some configuration file somewhere, but since I don't have a php.ini, I don't know what to change.
