I have clean installation g3.0RC1
Working Links:
/index.php/form/add/comments/NN, for example, /index.php/form/add/comments/10
I open this links as guest.
In attachments - 3 screenshots
Site on Ubuntu 9.04 Server.
Browser FF 3.5.8 with Adblocks plus

The add comments uses AJAX to open the comment box on the page.
Use the button on the page to add comments.

This links wihtout using buttons must don't work, IMHO.
