One vote per category

Hi all.
I'm using Gallery2 integrated in my portal.
I want people in my web upload their photos and vote other one's photos, but just one vote per user and category, so that the same user won't give 5 starts for two or all photos in a category.

Is it possible? How can it be done?

Possible? Sure. Has anyone done it? Not that I've seen. How can it be done? Probably some major changes to the rating module for either tracking cookies (as most voting sites do) or requiring people to log in and tracking it via user account, or writing your own voting module.

If you're a programmer, probably not a ton of work (I say probably, I don't know for sure). If you're someone like me, a tech geek good at trouble shooting and making minor modifications to code to tweak stuff a little bit here and there, it would probably be a ton of work.

Hopefully someone I'm thinking about wanders across this thread and gives his opinion. He'd be much better off answering how much work this would be than I would.
