How to add code to the header section

Basically, I want to add some tags to the Header section (i.e. above the Body section). There used to be a function in the util.php file (in earlier versions of Gallery 1) which I used to add meta tags to the header section but that appears to be been moved elsewhere in Gallery 1.5.10. If someone can tell me where it went, or some other way of adding tags to the index page header section, I would appreciate it.
