The order ID is the (unique) EntityId associated with the order; lots of entities are created including one for each item in the cart every time you visit the "confirm" page, whether or no the order is paid for, so the number jumps a lot each time. It also goes up a lot every time you upload new photos. That's just the way it works. There's no facility for sequential order numbers, sorry.
