Notification module not working on some sites (same server)

I have been using Gallery for many years. I have upgraded many times. At one time I even moved to the SVN version of gallery for ease of upgrades. That caused me issues with my host as I have a very large set of images and the large number of files needed for SVN caused me to go over my inodes quota at my host. So, I 'believe' that what I did next (this was quite a while ago) that I kept my database and albums but deleted all the installation files. I then reuploaded the most recent version of the application into my installation directory and then ran the installer pointing at my data and album items. Everything has worked since then except I 'believe' that is when the notification system stopped working. I can send test emails. and I am using the default PHP mail function. It all works fine. I have tried uninstalling that module and reinstalling it. No matter what, it will not work.

However, on the same host, I have another site that is still using the SVN install and the notifications work fine. I checked all the notification and mail settings and they are the same. For that site, notifications work fine. I even tried 'unwatching' everything and re-watching for a test.

So the site that works seems to be an older version and SVN while my install (notificaitons not working) is a new install version and not SVN.

The notification module I have that does not work is 1.0.3 and the site that does work is 1.0.1.
