#2038 Error and unable to upload video (specific large video)

I am wondering what problem with the platform that it can upload photos and audio but video. I had already looked for those F&Q from here.The following are system environment and information.

I had tried to upload this video http://tswsw.com/gallery/upload/1video.mp4 as well as used noFFmpeg module. I guess the video format is not supported.
Should there be any information is required to set, please feel free to discus.

PS: I am a Chinese's user

The link you posted for the video is generating a 403 error when I try to download it. Check permissions on your upload directory.
