Gallery 3.0.2 Running slow on fatcow host.

Im having some serious speed issues running gallery 3 on my fatcow.com host. Ive checked with my host and gotten php mem upgraded to 64mb for my account. Ive checked to make sure all the system requirements are met or above. Ive removed the php.ini file as suggested in other forums. The other issue im experiencing is upload failures. Only about 25% of the selected files actualy upload to the gallery. Any thoughts?
