Upload to server problem

I have read http://gallery.menalto.com/node/86210 and several other entries on this subject, but none of them seem to answer the critical question in simple language. I've tried putting my temporary directory just about everywhere from root upwards, and have tried setting permissions initially to the recommended 755 and then to 777 to no avail. Error message "Your webserver is configured to prevent you from accessing that directory. Please refer to the open_basedir documentation and consult your webserver administrator." And the "openbase_dir documentation" looks like a foreign language to me. I would not have a clue where to start. And the critical question is, "what should be the full path of the temporary upload directory please?" I do hope someone can help me please - I regressed from Gallery 3 to Gallery 2 because of zencart limitations, and I have got 35000 images waiting to upload. try it in your web root.
and the path is the system path like: /usr/local/www/yoursite.com/public_html/temp_upload <- yours will be different
NOT a url like: http://yoursite.com/temp_upload
