[Photo Annotation module] How to let registered users add a notation?

I've installed the Photo Annotation module [http://gallery.menalto.com/node/97699?page=1] and wondering if anyone knows how to set it up so registered users can also add notations/tags? It seems that only ADMINS can add notations...which kind of defeats the purpose of notations, imho.

Any advice? Thanks.
