Problem with Russian encoding

I have just installed 1.4-pl2, works like a charm in English. During setup I picked Russian as an additional language.

The problem is, when I change my location to "Russian" all of the labels are generated in "Cyrillic (ISO)", yet IE auto-detects "Cyrillic(Windows)". This renders all text as garbage.

How do I :

force the generated pages to include the specification of the Cyrillic (ISO)encoding

or

install the Cyrillic(Windows) version of the gallery
