I created a group in the used/group admin and added users to it. In the "Album Options" tab select "Edit permissions" and there you can give access to the group without admin rights.
Hope this is what you are looking for.

the problem is that they don't have option to "server add". they can add new photos, but not using the server add feature. seems only admins can do it for some reason. is there an option somewhere to enable this for other users?

Not right now. It could be modified to do so I guess, but there might be some security implications.
I would start by just creating a copy of the module and give it a new name and go from there.
