Images always bad quality

Hello,

all images I upload are resized to 640x480. If I download them I see them full-size, but I would like to see the images on the website in 1024x768 or 1600x1200.

I have already made the setting for 1024 in
/index.php/admin/advanced_settings

gallery image_quality 100
gallery image_sharpen 0
gallery resize_size 1024

but it did not take any effect after running a new image upload. Any hints, where I have to do this setting?
