Support Relative URLs in Theme Header/Footer

Relative URLs in the Theme Header and Footer are currently unique to Album or Tag pages thus requiring fully qualified URLs to be used if they are to be valid for both page types. Album pages are relative to the Gallery root folder (/gallery3) while Tag pages are relative to the "tag" sub-folder (/gallery3/tag).
