Frames and scrolling on touch screens (i.e. Ipad, Android...)

Hi, I searched for about a half hour and could not find any info on this which kind of surprised me.

I was just hired to fix some bugs on a Gallery 2.2 site that was developed by someone else. One of the main problems is on mobile devices. When a frame has more content then can be displayed, there is no scroll bar as you would see on a desktop. (For example a left sidebar with thumbnail images, and a right frame displaying the selected image. On Android and iPad, you cannot scroll down the right sidebar frame). This is obviously due to the fact that these oses use touch for scrolling, and the touch events are captured by the top level page/frame.

Has anyone had any experience with this, or is there a workaround I can't find somewhere?

Don't use frames.
Use a responsive theme
Don't use Gallery 2.2 as the latest 2.3.2
