Question about user registrations Gallery 3

I've been reading through the forum and am totally confused about user registrations.
I do not have the registration module installed nor do I want it.
My site is private for family purposes and we don't want unknown persons registering, viewing or downloading files.

Now the confusing part. After reading through this forum and doing multiple searches it is my understanding the only way a new user can register or be registered is either by the admin (me) directly or by using the registration module.
Am I correct on this assumption?

I'm perplexed as heck because I can't find anything to allow people to register (signup page, etc.) to disable. The only thing I can find is in admin where the administrator creates a user account. The latter is the only method I wish to be available.

Lets not start this again please. I know I can have more than one admin. That wasn't the question.

In other words- Am I correct in assuming that registrations can only be made by the administrator(s) or by using the register module?
