Gallery 3 installation... drop command denied

I'm having endless trouble trying to install Gallery 3. I'm needing to upgrade from v2.3.2 to v.3.0.8 as I'm moving an existing Gallery from my current server server to one using cpanel and they have this latest version. Otherwise I'd give in now and leave things as they are. So any suggestions would be much appreciated.

After having spent several days trying to get the installer to accept a user name and password that it's willing to accept for the mysql database, it now decides that this user doesn't have sufficient privileges to create the database tables:

In desperation this user has actually been given every blasted privilege that I could give it. I'm not an expert by any means but I've been using mysql and phpMyAdmin for a while, and am completely stumped.

I've never ever had any issues with installing/upgrading older versions of Gallery so I'm really rather disappointed with my current experience.
