Charge user to upload photo?

I have searched around quite a bit on this and I was only able to locate a locked thread that didn't have a resolution.

I am looking to see if anyone is aware of any gallery developers that have looked at charging a user to upload a photo? It seems like it could have multiple applications (e.g. photo competition, advertising, etc.), but not certain if there would be a reasonable way to do it.
