Force recognition of mod_rewrite?

My host has installed this module on their Windows server:
http://www.helicontech.com/isapi_rewrite/

Apparently I should be able to use (essentially, not exactly obviously) Apache mod_rewrite and .htaccess files. However Gallery sees that I'm on a Windows server and doesn't give me a choice to setup the URL Rewrite using a .htaccess which is what I would really like to do. Is there some way to force it to recognize this module or even get into that section of the URL Rewrite to see if I can set it up functionally?

.htaccess is an apache directive file
