Center Up Block

Greetings All,
I run a Sportfishing Site and would like a Center-up block BUT the propblem is I want to be able to change the text around it. You know....Welcome to bla bla bla.......

I have tried several Random blocks.....with NO success. I have seached the forums and several differet sites. No Luck. Does anyone know HOW to do this? I Need help!
