I've been asked to help out with a site running Gallery.

This site also runs PHPBB for its discussion forums.

Anyone know of a way to import the existing PHPBB users into the Gallery users?

You might want to look in the "Gallery in other applications" thread. I believe Gallery and PHPBB have been integrated somehow, but I don't know the details.

Actually - I am going to move your request over there, probably a better place for it.
