Is this normal?

I have Gallery 1.4.3 running in phpBB2 2.0.6. Is there any way of adding another user who has complete control over the gallery without making them an admin of the forum?

I have tried adding his name to the parent albums but this only allows him control over the parent album and does n't allow him to add and edit pics inside the 60 or so nested albums that i already have. Is this normal or do I have a problem?
