I've seen a few comments on the mailing list with people complaining headers already sent in ????.php:40 in sessions.php etc.

Had this one this morning when duplicating my site to my test server.
Check your ftp client. I've been using WS-FTP Pro and SmartFTP for quite some time now without too many problems. But I've just noticed that when uploading to Apache on Win32, a CR code is being pre-pended to a CR/LF - so it will display in hex as CRCR/LF rather than CR/LF
Gallery (or rather PHP) is unable to parse this, giving you the error.
It appears to be a bug with a couple of clients - FTP Voyager from Rhinosoft doesn't suffer the fault, WSFTP requires that you enter .php as an ascii extension twice (it doesn't write to the ini file the first time you enter it) and SmartFTP requires that you manually edit the config file.

But the good news is... Gallery is running perfectly on win32, apache 2.0.40, php 4.2.2, mysql (can't remember version) and mod_perl 1.99.5 is even working correctly!
Batch uploads work fine - large zips don't - and gallery remote currently has a couple of issues with pathing and virtual hosts with apache 2.0.40... will play with this tho.

Martin's phpBB2 mod for gallery is also perfectly happy which is nice to see!
