how can I:
(a) change the time zone? I'm in the GMT time zone, so gallery reporting in EST is a bit of pain
(b) in the comments the IP addres of the client or proxy is shown. is there a way to either just get this to show when logged in as admin, if not, how about just removing it all together? :/

There is a patch you run from sourceforge, but I tried it and it kept giving me problems but maybe it'll work for you

I'm using the patch that removes the IP unless you are in admin mode, and it's working fine for me.
However, the time thing - I asked that question here awhile back and was given some helpful links, but decided it wasn't going to be worth the hassle (for me anyway). Also I only know enough PHP to make myself dangerous at times... - I didn't want to ruin what I already had nicely laid out!
Here's the thread, if you want to read what was said:

BTW, the IP address has been visible only to the admin since v1.3.2-cvs-b10
