Permissions, restricted use

I am trying to get Gallery to only be editable by a certain "group" of people in Postnuke. But it appears that the permission setting in Gallery override the postnuke settings. IS there a way where I can make a certain group have admin rights, and the rest of the users only able to view?

I tried making the gallery in its own block, and that didn't work either. So I'm lost as to what permissions need to look like, and it its even do-able.
