FYI: random picture block & windows

I've been researching for last couple of hours why my random picture block doens't work (under postnuke .714). Finally, I've stumbled across a line in PHP docs for include() that explains my problem:

Windows version of PHP currently does not support remote file accessing for this function, even if allow_url_fopen is enabled
