Where is your setup directory? Are you sure all of your files are uploaded in the same hierarchy as they were when you unzipped the download file?
I get a 404 error on linking to config.php or to setup/index.php. So sounds like either things aren't installed in the right place, or your webserver is misconfigured somehow. Any input from your Apache error_log as to the errors when I try to link to the setup directory would be helpful in figuring out what's not right.
