I get the error messages saying that .htaccess and config.php need to be chmod to 777( i know what this means)
Here lies the problem(s)
My host only gives write promisions to folders, and I dont want to risk hacking by making the whole gallery folder readable to everyone.
So... Is there a way I can put config.php and .htaccess in to a folder in still get it to work.
Please Help...

No, there isn't. Ask your host to change ownership of those files to the user that apache runs as, that should also do it

but they are able to change the ownership of a folder
will changing the ownership of the "gallery" folder fix the problem?

That does, to me at least, sound very strange. Changing the ownership of the Gallery files will work, but you'll run into problems as soon as you want to upgrade later on, since you won't be able to overwrite the files.

There is not reasonable reason that any host couldn't change the ownership or permissions of a single file vs. a folder. Find another host
