Do all people photographed necessitate signed releases?

I've read that any photos with other people in them need a signed release from the people in the photo. Here's my dilemma:

I have a potential client who, as a missionary a few years ago, took pictures of tribal people in Africa. He had their permission, but not in writing. How does this apparent rule requiring signed releases of photographic subjects work? If you lean out a hotel window in downtown Chicago and take a picture of 500 people walking by down below, do you have to get 500 signed releases from them before you can sell the photo online? Does my potential client have to forget his dream of having a web site where people can purchase his photos, all because he didn't get signed releases from every African tribal person who appears in his photographs? Where can I read the actual legal wording of this rule/law? Please advise.

Thank you for the link. I went to it and read a couple articles. I'm not sure how all that information applies. All of my potential client's subjects were photographed candidly in African countries. None of the photos were taken here in the United States. Therefore, I'm not clear as to whether or not these laws pertaining to signed releases apply to my potential client's situation or not.
