.htaccess error Invalid command 'php_value'

Hi I am trying to set up Gallery and I did not even make it to the configuration wizard. When I go to my /setup I get a Internal Server Error. This is the error that shows up in the error log:

[Thu Mar 24 08:15:56 2005] [alert] [client 129.171.224.156] /www/max/.htaccess: Invalid command 'php_value', perhaps mis-spelled or defined by a module not included in the server configuration

I checked my .htaccess file and its blank.
