"Resize All" possible bug in 1.5

Hi, My key problem here is not that intermediate images don't get resized to a desired pixel resolution (that always works), but that a File Size limit doesn't seem to be applied when I do a "Resize All" from an album's actions menu. It is obeyed when I individually perform a "resize photo," but I do not wish to do this much work for 1000's of images one at a time. I like my intermediate .sized imaged to be 600 pixels and more importantly, no more than 55 KB. This wasn't a problem back when I was using 1.4. Then, I converted over to 1.5 RC2, and had this problem since. I have since upgraded again to 1.5 I tried both NetPBM and ImageMagick...no difference to this problem. Alternately: less ideal, but is there a Unix tool that reduces JPEGS (like *.sized.jpg) to a certain file size automatically, keeping the same image size?
