Disclaimer before posting images

Can anyone tell me where I could insert an interstitial disclaimer, i.e. "All your images are belong to us" in legalese before a user uploads an image or images? We're trying to make it very clear to users that when they upload an image to our site, we retain the right to reuse it. We'd like them to have to click an "I Agree" link before being allowed to upload anything.

if they use Gallery Remote, they won't see it.

But you could add it to the modules/core/templates/ItemAdd.tpl (actually to modules/core/templates/local/ItemAdd.tpl.
You can use ordinary html in this file.
