.dat files don't retain permissions after write

I was successfully running 1.4.4-pl6/NetPBM until my ISP made some changes to Apache. I reset the permissions, but was still having problems reading the .dat files. Also, I couldn't upload files, but they could. I then tried installing 1.5/NetPBM on another server, with the same problems. So I tried another install of 1.5 on a server where I have root access. I uploaded a bunch of images without a problem and went on to make some albums. I soon found that after Gallery executes an admin function like properties or add photo, the modified .dat & .lock files permissions are set to 644. Umask on albums/ is 000 and chown is www:wheel for all files. I tried admin functions on several machines and some were able to function with the 644 permissions and some not. Some came back when I manually chmodded albums to 777 or cleared the cache and cookies and rebooted. The XP machine can no longer upload via any method. Debugging returned no messages. A mac IE error when trying to upload said "attempt to load 'Accessing URL: http://www.shellibreidenbach.com/save_photo.php' failed" and on the WIN machine editing album properties returned an Apache error page 501: Method not implemented to /index.html.en not supported I hope that I've given you a clear enough explanation of the problem.
