Can't change permissions in config.php

:o I'm trying to set up Gallery running on XP (used to be SuSe - SOOOO much easier, but that is a different story), but I can't seem to make the changes "stick" on the config.php.

I have the file located in C:\PHP\config.php

I keep getting the error that the file has to chomd 777 (again wich I understand in linux) - but when I change the file permissions, it keeps changing back to "Read Only"

Any thoughts? The only thing I can think of is a reg hack.....
